Polycarpe Uwamungu

Polycarpe Uwamungu is a seasoned civil engineer, aerodrome specialist, and infrastructure strategist with more than 35 years of experience shaping aviation and transport systems across diverse international contexts. His work spans post-conflict reconstruction, civil aviation compliance, and long-term infrastructure planning, helping countries restore and operate airport networks that meet global standards and support safe integration into international air transport. He served as Chief Engineer on ICAO missions in Somalia, where he built and led engineering capacity for a 21-airport network across one of Africa’s largest airspaces. He also contributed to World Bank–supported national programs in rural roads and school infrastructure, linking mobility and public services to broader development outcomes. Over nearly two decades, Mr. Uwamungu directed operations across more than 30 countries in Europe and the Middle East, working closely within varied regulatory, institutional, and cultural environments. As Founder and CEO of Global Aviation Point in the Netherlands, he advances regional integration by positioning airports as catalysts for development corridors and emerging aerotropolis models. His current focus is on revitalizing underserved regional airports and strengthening rural connectivity through high-labour-intensity delivery approaches that generate local income while producing durable infrastructure. His designs are fully BIM-based, with growing integration of AI-enabled automation in planning and decision support. He is committed to expanding Africa’s role in global aviation through stronger infrastructure, connectivity, and institutional capacity.
