Joyeuse Uwingeneye

Ms Joyeuse Uwingeneye is a public sector leader and governance specialist with over 17 years of experience in financial sector development, procurement reform, investment promotion, and institutional transformation. She holds a master’s degree in Financial Sector Policy (Banking and Finance), a bachelor’s degree in economics, and a regional certification in Agricultural Finance. Her training includes certifications in Sustainable Public Procurement and ESG Governance. She is fluent in English, French, and Kinyarwanda and has working knowledge of Kiswahili. Ms Joyeuse has built a distinguished career at the intersection of public policy, financial systems, and institutional governance. She focuses on strengthening national procurement systems, advancing sustainable development, and enhancing the efficiency and transparency of public institutions. Her expertise includes strategy formulation, policy and legal reform, and modernizing procurement systems with sustainable frameworks and e-procurement platforms. Her advisory work covers SME and smallholder financing, public–private partnerships, procurement audits, institutional assessments, and board governance, where her recommendations improved resource allocation and transparency. She has also supported professionalization, research, and capacity-building to strengthen institutional resilience and expand economic opportunities, especially for women-led enterprises. Ms Joyeuse introduces data-driven methods that enhance transparency, sustainability, and performance in public sector institutions.
